What Is the CSCS Test?
The CSCS test, officially known as the Health, Safety and Environment (HS&E) test, is a mandatory examination administered by the Construction Industry Training Board (CITB). It is a prerequisite for obtaining a CSCS (Construction Skills Certification Scheme) card, which most UK construction sites require as proof that you understand essential health and safety practices.
The test was introduced to reduce accidents and fatalities on construction sites across the United Kingdom. Why Do You Need a CSCS Card?
A CSCS card has become the industry standard for proving competence on UK construction sites. While it is not a legal requirement under health and safety law, the vast majority of construction sites require all workers to hold a valid CSCS card before being allowed on site. This requirement is enforced by principal contractors and is often stipulated in construction contracts.
Without a CSCS card, you may find it extremely difficult to gain employment in the construction industry. Major contractors such as Balfour Beatty, Kier Group, Morgan Sindall and Laing O'Rourke all mandate CSCS cards for site access. The card demonstrates to employers and clients that you have passed the HS&E test and hold a recognised construction qualification or are working towards one.
The CSCS scheme is supported by the Build UK industry body and is recognised as the leading skills certification scheme for the construction sector. Holding a valid card can also improve your earning potential, as many employers offer higher rates to carded workers.
CSCS Test Format and What to Expect
The Operatives HS&E test consists of 50 multiple-choice questions that must be answered within 45 minutes. Each question presents a scenario or statement with four possible answers, and you must select the single correct option. The pass mark is 45 out of 50 (90%), which means you can only afford to get five questions wrong.
The test is delivered on a computer at a Pearson VUE test centre. There are hundreds of test centres across the UK, and you can find your nearest one when booking through the CITB website. Some questions include images or diagrams to illustrate the scenario being described.
Questions are drawn from a question bank covering the following core topics:
- Working at height — ladder safety, scaffolding, edge protection, roof work
- Manual handling — safe lifting, TILE assessments, mechanical aids
- Personal protective equipment (PPE) — selection, use, maintenance
- Fire safety — extinguisher types, evacuation, hot works
- Electrical safety — cables, voltages, isolation procedures
- Excavations — trench safety, shoring, buried services
- Hazardous substances (COSHH) — chemicals, dust, asbestos
- Noise and vibration — exposure limits, hearing protection
- General site safety — signs, welfare facilities, first aid
- Behavioural case studies — how to respond to unsafe situations
You will need to bring two forms of identification to the test centre, including one with a photo (such as a passport or driving licence). Arrive at least 15 minutes before your scheduled test time.

How to Book the CSCS Test
You can book your HS&E test through the CITB website at citb.co.uk or by telephoning the CITB booking line. The test costs £22.50 per attempt, and you will need to select a convenient Pearson VUE test centre and time slot.
When booking, you will need to provide:
- Your full name (as it appears on your identification)
- Your date of birth
- A valid email address
- Payment of £22.50 (debit or credit card)
You can usually book a test within a few days at most centres. If you fail, there is no mandatory waiting period — you can rebook immediately, though you will need to pay the fee again.
How to Prepare for the CSCS Test
The best way to prepare for your CSCS test is through a combination of studying the official revision materials and completing as many practice questions as possible. Here is a recommended preparation plan:
- Study the official CITB revision book — "Health, Safety and Environment Test for Operatives and Specialists" published by CITB. This covers every topic that may appear in the test.

How Long Is the CSCS Card Valid?
Most CSCS cards are valid for 5 years from the date of issue. Before your card expires, you will need to retake the HS&E test and demonstrate that you hold a current, relevant construction qualification (usually an NVQ or SVQ) to obtain a new card.
CITB will send you a reminder before your card expires, but it is your responsibility to ensure your card remains valid. Working on a construction site with an expired CSCS card is equivalent to not having one at all, and you may be refused site access.
